Completely Bummed???

My daughter is 5 years old and her dad is a complete deadbeat. Avoids childsupport at all cost. Infact after we had a dna test done (requested by him) he got up in the middle of court and said "Child Services are just trying to pin this on me" Of course the judge found this pretty amusing and asked if he wanted another one and he didnt. My only problem is he won't pay up. He's 1800 dollers behind right now. Not counting from when she was 3,2,1 he never has paid that either. They put a warrant out for him but they havent caught him yet. When i called the child place they told me to stalk him and call the cops when he's at home so they can catch him. Well tonight when iw as checkin up on him i drove by and he has a huge truck for his guttering business. I'm completely appalad by this. I can't even afford to put a jacket on my daughter yet he has his own business. I don't understand how he can keep getting away with this. What should I do??!?!
