My 19 yr brother was caught stealing from CVS. If CVS decides to drop charges, will the state prosecute?

If CVS drops the theft charge, they probably won't continue with your brother's theft charge, but the contributing charge will stick, because the 14 yr old and the state are the victim's in that part of the case.
