Why is my betta doing this? (with more details)?

Bettas are not coldwater fish so I can't see why anyone would put one in an unheated bowl. You need to get a 5+ gallon heated and filtered aquarium. It is acting lethargic to conserve energy because it is struggling to keep warm and stay alive.
